To start I believe everyone should focus on safety as it applies to every interaction someone should have with a firearm. This could mean anything from determining if a firearm is safe to shoot by using a bore scope and looking for damage, to the actual function of the firearms safety selector options. A focus on safety keeps everyone out of harms way so always start with that.
The next is a pretty simple one. Does the firearm feed ammunition and how exactly? This is going to change wildly as firearms across time have changed so much. The firearm can use anything from a blind box magazine that is internal to the firearm to the cylindrical magazine the Calico pistols used in there development. No matter what magazine type the firearm uses, focusing on its feeding operation can be critical to the firearm’s proper operation.
The following I would group together as it is the multiple steps that follow whenever a trigger is pulled. The Firing, Unlocking, Extracting and Ejecting are critical to the firearms operation but can be identified with some quick research of the make and model in question. Once these things happen it is a matter of whether or not the firearm re-cocked its firing mechanism in the process. If the hammer doesn’t reset or it refuses to cock then its time to open the firearm up and start looking at parts. I had one customer with the Pawn Shop Special Glock that would not fire. Turns out it was missing its firing pin entirely so be careful of what you buy and who you buy it from.
